LANSING, Mich. — New legislation introduced in Lansing last week seeks to regulate wireless communication devices—like cell phones—usage by students in Michigan.
House Bill 5921 seeks to layout a uniform policy for public schools to adhere to when it comes to students using wireless communication devices.
The bill would provide wireless communication devices use policies for students in specific grades, with the option for schools or school districts to implement additional restrictions.
Grades K to 5 Policy
Students would be completely prohibited from possessing a wireless communication device on school grounds.
Grades 6 to 8 Policy
Students would be prohibited from using a wireless communications device on school grounds during the following times:
- Instructional time
- Breaks between instructional time
- Lunch
- Recess
Grades 9 to 12 Policy
Students would be prohibited from using a wireless communications device on school grounds during instructional time.
The bill defines "wireless communication devices" as "an electronic device capable of, but not limited to, text messaging, voice communication, entertainment, navigation, accessing the internet, or producing email."
The legislation was introduced by Mark Tisdel (R-District 55), Donni Steele (R-District 54) and Tom Kuhn (R-District 57) on Sept. 11 and was referred to the Committee on Education.
